R’ Rosner quoting RambaM: The extra fine is added because people should be more respectful and careful not to ‘play around’ with giving and taking things back from Holiness.

Prac-T-cal Tidbits: Everything that we “have” is truly owned by Hashem and only ‘given’ to us for specific purposes and reasons. We are obligated to watch over His items and take extra care once things are ‘given back’ to Him (and designated for special spiritual purposes).
