[48a top] Gemarah: Hashem exacted retribution from the Egyptians [who kept promising to let us go, but did not do so].
RambaM: Even though Hashem predetermined that the Jews would be enslaved and go through tremendously trying times, the Mitzriyim (Egyptians) were punished for they should not have chosen to be the ones to do the evil [Meshech Chachma: G-d did not directly command THEM to be the ones to do it].

D-E-ep Thoughts: Hashem has Master plans for us all. We should find solace in the fact that G-d is in charge and we are never to worry about what others may do. Even though there is predetermination, we are still required to choose to do good in order to gain reward and stay away from the other ‘dark’ side.
