[74b top] Gemarah: It is preferable for the Braisa to relate the extent of a permissive ruling.
Rashi [Beitza Daf#2]: Anyone can be Machmir (stringent) [as that does not reflect knowledge/truth], but it takes a real seriousness and commitment to administer a ruling where one can firmly rely on a leniency [Nodeh BeYehudah: this applies only by Biblical laws, where the default position (if in question) is to be stringent (so as not to violate a serious offense)].

D-E-ep Thoughts: We should all know our places and when to pass off a hard question or serious task to another who is more respected or qualified. We should never jump to conclusions on shaky foundations and know that there is always more out there that we can learn (to better ourselves and to be able to help others around us).
