[98a top] Gemarah: “Miktzas” (some of something), is sometimes considered as the whole of it.
R’ Yoseph Engel [Nazir Daf#5] quotes Maharn MiPanu: For Shiva (7 day mourning period), and Tumah (like a menstruant woman), we apply a part-day observance as if the entire day was observed. This is because those are things that we do not want to keep associated with. But by Shabbos, we do not apply Miktzas [ie: if one wanted to do Melacha (creative work) after half the day] because by Holiness and Joyful events we always try to add onto it (and never detract from it).
D-E-ep Thoughts: The Torah teaches us that which we must make important in our lives. We do not have Shabbos to rest up for the week. Rather, our entire work week must be utilized in order to rest and be joyous on Shabbos! Shabbos is a “taste of the world to come.” Just as every preparation (from earning money, to shopping, cooking, and table setting…) must be made in the work week in order to have what to eat and enjoy on Shabbos, so too we must prepare in this world with our Mitzvos, Torah, and good deeds, to actualize our “treats” and rewards in the world to come.
