Oruch Hashulchan: A Niddah (menstruant) CAN have Chalitzah done because she is also allowed to have Yebum performed. In this particular case, the reason Yebum would be allowed (even though she may not perform marital relations) is because her problem is not an INHERENT one (she will become permitted a week later). This woman is permissible to marry [just like a sick woman who cannot have relations at the time, is still allowed to get Chalitzah] she just happens to have an external complication as well.

D-E-ep Thoughts: At times when tasks seem difficult, our Yetzer Haras (evil inclinations) make us think that the mission is virtually impossible. We must always see clearly and recognize the difference between difficult and unworkable. Life is meant to be challenging and it is at the most strenuous moments when we grow the most. Diamonds are only able to be created under the most heated and pressured environments.
