Betrothing a woman in a marketplace is putting her on the same level as a slave which is inappropriate, shameful, and filthy. Just like a wedding should be proper and clean, so too all Mitzvos should not be done in any disgusting manners [ie: bentching with gross dirty clothing or saying Asher Yatzar (blessing after using the bathroom) with excrement surrounding a person].
